Lucas County Courthouse
The Lucas County Courthouse, built in 1897, is an architecturally-significant courthouse that was added to the National Register of Historic Places in 1973. All four divisions of the Common Pleas Court are housed in the courthouse: the General Division, Domestic Relations Court, Juvenile Court, and Probate Court. The Clerk of Courts office is also housed in the courthouse. Pretrial services is located on the first floor and courthouse security is located on the third floor.
Clerk of Courts
The Clerk of the Court of Common Pleas, commonly known as the Clerk of Courts, has a wide variety of duties, which are set in over 250 sections of the Ohio Revised Code. The Clerk maintains and provides access to all appellate, civil, felony, criminal, and domestic relations court records.
The Lucas County Clerk of the Court has an Automobile and Watercraft Division that processes Auto Title transactions and is a US Passport agency. There are four Auto Title offices in the county. The Clerk also oversees the Imaging and Central Records Center, which is responsible for imagining official documents for county agencies and keeps a depository for county public records.
J. Bernie Quilter is the current Clerk of the Court of Common Pleas and Laura Witt is the Chief Deputy.
District Court
Lucas County is served by the United States District Court for the Northern District of Ohio. The District Court is a federal trial court that hears civil and criminal cases for the forty northernmost counties in Ohio. The Court hears cases involving civil rights, employment discrimination, environmental law, intellectual property, and federal criminal cases.
The Northern District is divided into an Eastern and Western Division, each of which has two court locations. Lucas County is in the Western Division, which holds court in Toledo.
The Northern District is one of the largest US district courts and includes eleven judgeships held by four senior judges and seven magistrate judges. District Court judges are appointed by the President of the United States and confirmed by the Senate. They serve lifetime appointments. Sara Lioi is the Chief Judge of the Northern District and Sandy Opacich is the Clerk of Court.

Court of Appeals
The Ohio Court of Appeals serves as intermediate appellate courts. Appellate Courts, of the court of appeals, hear and review legal cases that have already been heard in a trial-level or other lower court. When parties experience an unsuccessful outcome in such trials, they may file an appeal with an appellate court to have the decision reconsidered.
The Sixth District Court of Appeals is seated in Toledo, in Lucas County, Ohio. It includes seven other counties. The Court hears appeals from the Court of Common Pleas, County District Courts, and Municipal Courts in their district.
Civil Court
Civil courts handle disputes between individuals, such as those involving contracts, property, personal injury claims, and family law issues. Such cases typically result in monetary damages, injunctions, or orders to fill contractual obligations. In Lucas County, civil cases are heard by the Common Pleas Court.
The Court has a Domestic Relations Division that only hears civil cases involving family law. This court adjudicates issues involving divorce, annulment, legal separation, child custody, visitation, and support, property, and spousal support. The Court’s Counseling Department provides family evaluations, mediation services, conciliation assessments, and other similar services. There is also a Domestic Violence Resource Center for those who obtain Civil Protection Orders.
Lucas County does not have a designated drug court.
